Workers and jobs (White Giant)

ok i have unemployment at around 30% with plenty of jobs for most profession but the workers wont take the jobs, why is this and how can i fix it.

i have plenty of low lev jobs but low lev workers wont take them.

try raising the salaries and employment levels in the companies

If you are short workers in any category, then this will prevent employment of worker in all categories.

Say there are two hypothetical categories:
Blue Collar:
1000 Needed
2000 Available
White Collar:
500 Needed
0 Available

If this is the case, then the Blue Collar workers will not be hired for lack of White Collar workers. You will need to fill up workers in all categories evenly.
