according to my health department

Senior Doctors 65,700 823 59,900 91,800

so I am employing 5800 senior doctors more than needed
in the meantime my country is closing 1 hospital every month for the last 11 months

why am I paying all these extra doctors and how can I get them to stop slacking off and work so I stop losing hospitals?

adjust ur gov sals. if they are too low, hospitals will still close, regardless of how many dr's u have

my salaries are at 82% so I don't think thats it

Three rivers needs 340,680 nurses and u have 12,404 unemployed.

110,231 doctors needed and u have 5,179

60,126 sen doctors and u have 4,288.

Stop building hospitals, thats your problem.

The game takes several days to update hospitals into ur indexes. Cancel any outstanding builds of hospitals and correct your shortages. Use ed priorities or add pop....add pop slowly or u will have many other type of workers and not the ones u need.

And to re-inforce Blues answer (which is exactly right):

DONT BUILD ANYTHING UNLESS YOU HAVE ENOUGH WORKERS FOR IT.

Anything, nada, nothing, dont build unless you have the workers right. Workers - yes - build, no workers - no build.
