How can I influnce Materials Purchased/Materials sold or used by Government/Spending by the Population?

I've got a good but constant level of profit, but my cash is still being drainged by these metrics, and rather fast too.

yes there is, on the country page, at the top you'll see settings click that then click automation=>automatic systems. Once on that page scroll down till you see "quality of supplies", check "set quality" and to the right of that type in 100, then scroll down to bottom of page and click "save automation parameters"

Consider raising salaries of corporate and government workers which generates more taxes collected, spending collected, and investment incomes. Try 200-300 range.

I've actually got salaries at 200, but it doesn't really matter how much money I make if I'm going to loseing 30 billion or more a month from this materials purchased catagory.
And setting it to 100 quality didn't seem to make any diffrence.
It doesn't seem possible to actually make money in this game.
