As far as the indexes go, don't listen to Maestro. Those settings are inefficient. The goal of these indexes (except education) is to get the maximum Welfare Index - for the country - with the lowest cost. Education is higher to ensure that you OVEReducate your workforce which is okay since you can downgrade back to workers using (Departments >> Labor >> Change Profession of some workers). In any case, the remaining setting will ensure maximum welfare at minimum cost. Welfare is important because it is needed to increase production in your corporations and thus profit. At 300 salaries, the difference between 50 Welfare and 130 welfare is almost 25% higher production at 100% hiring.

Education: 200
(200% required number of Schools, High Schools, and Universities)

Health: 130
(150% required number of Hospitals)

Social Security: 120
(90% payments)

Employment: As high as possible (90% is needed for max welfare)

Transportation: 130
(130% required number of Roads, Train Tracks, and Water Treatment Facilities)

Supply: 100
(no country stock products in shortage)

Corporate Salary: 300 (or 200)

Government Salary: 226 (or 151)

After checking out the Church of SimCountry I've managed to go from something like -6B/month to -2B/month, but,... I got 7.7T after spending some coins, so I'm not sure I really need security council aid (do I?). I should be buying schools and hospitals or this is another kind of problem?

Currently, I have:

Education: 125
Health: 123
Social Security: 102 (should I lower it?)
Transportation: 104

My general salary is 250, government salary is 207. However, the indexes show

"General Salary Index 247.17
Government Salary Index 83.83"

Could this be the problem? If so, how do I fix it?

Welfare Index is 97 right now and 5 of my 20 corporations weren't profitable last month. (1 seemed hopeless and I've closed it) Should I close them all or injecting money into them helps or something?

Its a waiting game. It takes time for your improvements to show. You are doing alright mostly, look at your corps production numbers graph, you'll see it climbing steadily, therefore more profit. One or two corps you may have a hard time ever making much with, but better keep your people working and paying tax than having them sitting around collecting welfare.
However, I would definitely recommend you start upgrading your corps, it costs a bit but well worth the investment. And offering a 100 quality product at 300 less 20 a month is probably going to mean a lot of product sitting around in your corps until the price comes down considerably. Try 40 over produced quality less 20 each month as a rough guide, there's lots of different strategies though.

Thank you very much, guys. I'm doing pretty good now, but in need of some more help hahaha.
Although my unemployment index is 8.5 two of my corporations aren't hiring more than 60%. Don't know what to make of this info; my hiring was 100% so I tried putting on Automatic and it didn't make a difference. The salaries are all the same...

The problem with your hiring is probably caused by a shortage of one or more types of workers (or Maestro setting his hiring to 19%).

Check your education priorities and compare unemployed numbers to the needed for 100% production numbers. A shortage in just one category will reduce hiring in all categories. Adjust the priorities to fix.
