It wont recover immediately, it can take several real days. |

If the Relief Resources are "set up" then you are fine. You just need to meet the minimum amounts needed, by checking the "How to recover" link from the "Disaster" page.
If you do have all of those at the amounts needed, then yes, it will gradually recover automatically at some slow rate. |
