Declaring war at war level 6, the system gives an option to fight at level 6 or level 7 plus distance restriction, nearly identical to previous levels. Declaring war at war level 7, I'm only getting an option to fight at war level 7, no mension of war level 8.

Is there a time restraint? I've been war level 7 for less than a game year.
