On a slightly different track, will medium level workers advance to high level workers even if you don't need them?
I should know this, but I don't recall it seeing the answer anywhere.

high level workers are basically supervisors.
all sups at work were at one time or another a regular worker. But sups can get fired easier. They misload one firearm instant term. we on the other misload something it just cycles through.
So I am pretty sure these workers can advance at least in worker category. They do seem to get termed alot just like the real world ones. We on the other hand have to punch someone, alcohol / tobacco, be late 24 times a year, or hop on a vehicle we don't have license for, or steal a few get promoted to manager

Yes NoProblem, the game is now keeping HLW at about 30K in a low unemployment country. so if you use them up in one month they are created the month or two next from LLW and MLW. Got to bear in mind age groups too, not all worker types use all age groups ;)
