Units/Teams same thing. I prefer teams. 1 boat for 1 seal unit must be right. I cant find any info on light attack boats in the game docs but I did find this on supply ships.
30. Supply Ships [ top ]
Supply ship accompany fleets and carriers and supply them with ammunition and other supplies. They are not used in attacks but must be protected and at least five should be accompanying each fleet or a carrier. Lack of supplies will damage the fighting capabilities of the navy and the carriers and your enemy will try to destroy these ships to diminish your capabilities.
Navies now operate without supply ships. The coming two months will be used to deploy these new ships into all the navies. On August 1, lack of supply ships will start reducing the capabilities on the navies.
So 5 atleast per fleet. Should have checked there in the first place
