Materials Purchased (Little Upsilon)

Under the finance page I thought "materials purchased" wasnt included or deducted from the cash available? If so then why is it being deducted from my monthly cash flow? I could have sworn it was never included before.

This is the cost of material, mainly consumption goods that were purchased by the country for use by the population. This should not be seen as government cost. It is purchased for the population and is paid for by the population.
