How do you dismantle a remote depot? (Golden Rainbow)

I want to remove a remote depot from another prez's country. How can I go about this?

Have a mate sneak attack it?

Is that the only way?

I'm pretty sure an act of war is the only way. It has been said that dismantling depots will chose abroad ones first, but that may have been just luck, not really sure.
