So first a little story. I few real months ago I conquered my first C3. After I took it, I amassed a HUGE debt to repair all of the war damage. I also had nearly 4 billion negative units of construction afterwards and 4T in debt. So I built some new corporations and started trying to pay off the debt. I gave it 3T in cash from my main and traded 10 gold coins for cash. However, because I still had to buy tons of construction I went into debt again.
The problem is that the game thinks my debt is caused by a lack of corporations. So every once in a while it decides I need not 1, not 2, but 3 new corporations! My employment was at almost 94%! Now I have a bunch of corps at 20 to 50% hiring and they are all unprofitable when they were doing fine before! It says I need over 200,000 low level workers to reach full employment. Also, the cash needed to start the corps, plus the automatic cash transfers cause me to fall even further into debt!

Go into "Automation" in that country and uncheck "Automatic building of new corporations". Remember that automation parameters are set individually in each country, not for your empire as a whole.
