A question about strategic weapons (Fearless Blue)

I read in the game documentation that strategic weapons can only be used to target cities, military bases and airports. However, I am unclear as to whether "airports" in this context refers to both civilian and military airports, or only to the military airports. In other words, can strategic weapons be used against civilian airports? Could someone please clarify this for me?
