Not sure if this is another problem I've got or its the same for all?

When I go to deploy garrisons there is no option for sending defence to the space centre.

If I click on the space centre direct I can send defence.

Then when I go to upgrade the weapons at the space centre there's no option there either.

Is it supposed to be like that?
