Product quality

I'm wondering how you change the quality of product your country buys for its population and army I thought I changed it but when I checked world market I had an outstanding order for any weapons quality and not the 350 I requested is it just another bug I did it in order strategies and requested quality in the world trade menu under world market trading

The market does not want high quality goods. bring the quaility to about 150 and it should buy.
