I have my priority for high tech engineers set at 40, how do i get more? I can't even build a beans corp without having to shell out 17,000 high tech engineers... I mean really? Come on, it's not like they're going to be out there picking the beans.

1) Raise your education index. My goal is usually 200.
2) Hold off on effectivity upgrades until you start seeing surplus engineers over 50k.
3) Just be patient and wait. It takes time for education priorities to alter the workforce.
