Are you playing as a president or a CEO? In either case, if one of your corporations can't find enough workers, it is probably because there aren't enough of one or more types of workers available. If you are playing as a president, you can fix this relatively easily. First, make sure you have raised your education index ABOVE 100. An education index of 200 is probably best. Then, go to the education priorities page. There, you will see the numbers of unemployed workers in each category, as well as how many more workers in each category are needed to fill all of the positions in all of the corporations in your country. If you have too few workers in one category but more than enough in another category, try simply increasing education priorities for the types of workers of which you have too few, while decreasing education priorities for the types of workers of which you have too many. Once you have done so, you should wait approximately 24 hrs before adjusting education priorities again, because that's approximately how long it takes for your changes in education priorities to have a noticeable affect on your country's labor force. On the other hand, if you have too few workers in all categories, even in low level workers, that means that you simply have too many corporations. If so, you need to start closing the least profitable corporations in order to free up more workers for the more profitable corporations. In general, you should never build a new corporation in your country until every single existing corporation is already at 100% hiring. If you keep on building more and more corporations even when there aren't enough workers, that creates severe labor shortages, and it becomes very difficult for any of your corporations to make money. That is how you fix the problem if your are the president of the country. If you are not the president of the country, but are instead playing as a CEO with private corporations in other people's countries, then you can't really fix the problems in those countries, and you would be better off simply relocating your corporations to countries which are better managed.

OK, you need to increase education priorities for medium level managers, and for senior doctors. The shortage of medium level managers is what is preventing your corporations from hiring more people. You also need to build more high schools and universities in order to increase the total number of educated workers in your country.

You also can do worker exchanges. The priority should be to get teachers, university professors, and anyone else needed to open more schools and universities.

Then get the education index to at least 200. Once you have a high education index, you can train skilled workers fast.
