Do Applications get replied to, both accepted or rejected?

If a country applies to join a common market, does that common market send out a notice of acceptance or reject (either), after the voting period has ended?

Or do common markets only send out notices of acceptance?

You always get a message saying you have either been accepted or not accepted. The message is sent the minute the voting period ends.
