Still losing money

My County The Independent State of Picara has a postive cash flow but i keep losing money and I don't know why. Has this happened to anyone and what is the solution??

You are doing OK.
check the cash flow. It is on the financial page, just above the income and cost table.

you spend on education, new corporations, transportation etc.
these are one time cash costs that do not show on income and cost. only maintaining them will show.
this is why your cash went low.

your income is increasing. this will continue as your corporations become fully upgraded.

However, you cannot go too fast with your investments and should give the economy time to grow.
you could use your gold coins to get 1.000.000 people and some cash.

also, check the corporation settings in the other country and fix corp. salaries.
