But why would you?

If you have one country that can lend money, do that. Then take a loan with the other. The income and expensefor the two countries will be the same as if you did it directly.

well the US isnt going to take loans from russia if we go to war it maters in the real world why not in in SC....im always for adding additional elements to the game....although player to player assistance should be implemented first

There's an option to boycot countries. I don't know if it's only for trading.Maybe it works for all kinds of other exchanges too - including loans.
