is it possible to give money to an ally by purchasing 350 q of a product and direct trading it to an ally at base price so then they can resell it on the international market and reap the benefits of the higher quality or is that not how it works

This cannot be done.

If the ally owns a country, you can locate corps there. Those corps will provide aid by paying country resources fees each month, plus any tax charged by the country.

The higher the sales revenue of a corp, then the more country resources fees it pays. It pays to be selective about which corps to locate there.

Another form of aid is to buy corps owned by the ally. The higher the market value of those corps, the more money the takeover gives the ally.

why cant it be done does direct selling account for quality??
