Retroactive Game Level 3 Award Upon Purchasing Premium Membership

I'm a free player and my country has reached level 3. I received the normal 10 gold coins for level 2, but nothing for level 3.

If I purchase membership at this stage, do I receive the gold coin award for having reached levels 3?

If the answer is no, what happens if I let the level drop down to 1 or 2, purchase membership, and then level back up to 3?
