Okay, so out of the whole game this is the only thing that I have almost no idea on how to do. So my questions are these:

1.) How do I increase my War Level?

2.) How do I increase my War Index, Defensive, Offensive, Strategic?

3.) How do I properly attack and win a war against a Non-President country?

Yes I know there are hints and other things in the game that explains it, but to me they either don't explain it enought as in too little, or they give way to much information making it over complicated and confusing. There is really no step by step instructions on how to do these.

1) fight and win wars

2) buy more weapons

3) this one you will have to research on the forum. Its a topic worthy of a 20,00 word essay. The game provides lots of help in the war pages, just click on 'how do I win this war'. It really is up to you to try and to work it out, else whats the point in playing?

On this, I agree with Crafty, though I don't about a 20,000 word essay. But don't worry, the game gives you advise during your first war. After that, it's all about practice, practice, practice. Just remember, wars cost money. Make sure the rewards outweighs the risks.

Well it is true in what you say Crafty but I always just want to give them a little help in hand when it comes to C3 wars and hopefully make allies in the process.

Yeah James, you know I generally help, but the C3 war topic is extremely well covered. And, there are many different ways of doing it. Hence my inability to offer specific advice, without a 20,000 word essay.

Now of course, should someone come here asking whats the best way to take out defensive helicopters using land forces, or some such more specific question, than that person would get a far greater response.

Sometimes you just have to war for your honour Tallisibeth, regardless of the reward. :)
