I recently started an enterprise. Sometimes a country that seems active will not respond to my request to build. Typically the country will have high unemployment (60 - 80) but all other indexes are high (100 - 150).

I'm guessing some of these presidents may be inactive, but their account has not yet expired.

Is there any way to figure out, for example, if a president hasn't logged in for several weeks, or some other data that would show more definitively if such countries are being abandoned? I'd like to be able to predict whether it is worth waiting around for acceptance of requests to build?

Look at the top of the country page, it will say active in the last week, active in the last month, or nothing at all.

Check for increases in hosps, schools, roads. Many other things like pop increases, corps built, changes to army numbers. And you could try a message or contact any fed they may be in.
