Am I right in thinking that you can only declare war on those with the same war level as you or higher?

From what i am told.
lvl-3 can hit lvl-3, lvl-4 can hit 3,4,5. and so on as something as thus.

no one. ( on lu atleast, maybe on the war planets they can? )
But i am sure that you must be war lvl-3 in order to pvp on any planet.
and i think i remember that the war planets have a.... how do you say? more open, view when it come to war lvl ranges. |
