Tooltip says: "The migration index depends on the welfare, employment and salary levels in the country."

So raise the welfare index and employment index, then if that doesn't work raise the salary levels of state corps and government workers.

but seriously: dont worry about the Migration index, even with good Indexes you will have only a handfull on immigrants, the highest I achieved were only about 200 or so
