How do I spend money on investments for my country portfolio?

Everything I buy just ends up going to the investment fund for the citizenry.

And that would be exactly how it is supposed to work.
As far as I'm aware of, the only way you are ever going to get any kind of stock in your countries portfolio is if you IPO a company.
