I can't do anything at my current war level.

The stupid spending costs have me held off for 2 years before I can fight again, and now I cannot do anything at this war level.

Is there any way to lower it?

I just find it kinda silly I can attack players with War Level 4 but not C3's.

Kinda tempting to turn off secured mode and raid my next door enemies who were formerly hostile but now afraid.

Still, I prefer to fight C3's and it's how I passed my time, but at this war level I can spend about 30 minutes on it, and the rest on CoD.

What's tragic(first world problems alert) is that I hate CoD and need to decide 300 GC or Tom Clancy's Ghost Recon.

The only way to lower your War-Level on a World is to cancel your empire and start all over, no other way.

It's kinda odd you only have Army Assets about the same Level as I did when I fought up to WL2.
Did you fight all the wars you can on lower WLs or did you just fight the Minimum wars to go to higher Levels? If the second is the case I guess thats where the Problem is, as if you would have slower raised the WLs it would have given you more time to Train troops/buy weapons...

I just used strategy I used during my last time I played on FB when it truly was fearless and big-red-button-happy.

I can fight WL7 easy and still have plenty to defend if I get into a real fight afterwards, but I ust have to wait for the finance department to clear my purchase of replacement naval air jets, precision bombs, and heavy tanks.

It leaves a long wait, even if it is profitable. But I care about the fun it is to lay waste to enemy forces, and it takes a few days before I can burn stuff again.

Solved my issue.

I conquered some slaves and am using them (until war protection wear off) to buy weapons for my country. They an output their own weight in spending until the protection wears off and then some.

Plus, I leave them with 1.3T to rebuy all my weapons plus new armaments so I can use my nation for more secure transactions such as nuclear weapons and fortifications (as well as generic defensive ammos and weapons)
