Need Raiding Help

I'm at war level 7 and there is an insane change in difficulties from war level 6 to 7. I really wish I could go back to war level 6, but I can't.

I need help to figure out what I can do. I need the raiding funding badly to bail out my enterprise, but am limited greatly.

Idk why, but before, I could destroy entire units(by attacking county defenses) and lose only 11 fighters, but now at the same qua, lose some 60-70 a fight. Idk if it's beginners' combat boost or what, but it's driving me insane.

I need a walkthrough on what to do from here. I can't solve it myself.

This system is messed up. I'm not WL7. I'm not supposed to be. There was an easy mode enabled without any way of me knowing. I got to this war level using qua 220 fighters on 'any' quality ammo.
