Unable to set up Mobile Unit

So after buying the required number of officers and soldiers from the direct trading. The message I receive while trying to set up the unit is ''you need up to 7000 officers for this unit''. Is it that complicated setting up a mobile unit. All the required materials are ticked in green yet I still get this message. I'm I missing something?

I knew about that and I've already done it but it still kept giving the insufficient warning.

Check your personnel records. They may have moved to 'other units', which I have never had happen, as I just put them back into international storage after making my mobiles.

Example: Say the mobile unit your trying to build requires 1000 officers and 3000 soldiers.

You transfer the exact numbers into your country, 1000 officers and 3000 soldiers and there were no other officers or soldiers in your country prior to the transfer.

The game will give you the error messaage.

Transfer 1001 officers and 3001 soldiers and the mobile unit will be created. You will always need an overage of at least 1.

Don't ask me why, I don't know.
