High level workers surplus

Hello,

I've been trying to set up a new corporation. And now I'm running into a workers shortage.
Now, I know that that's normal, however I have a huge surplus of High level workers, and: If I was capable of demoting a few 10.000's of HLW's tot a LLW or MLW position all my problems would be solved.

So my main question is: Do HLW's automatically take the place of the other levels of workers if need be, or is their position inflexible?

as your corps upgrade you use more high level and less low level. Also keeping your education at 120 total pulls general workers to school. When that is not enough take out a c3 and swap population with them to balance things out.
