I believe when the country or CEO have a negative cash (flow). I thought its like grandpas said: "No expenses more than your incomes", or something, sorry for my Tarzan English.

At -15T in loans and negative cash, a country is starting to sell its assets on the market.
This is a desperate move to save it and it is impossible to play under such conditions. It is impossible to purchase anything at all, until the cash turns positive.

This is in fact far too late.
15T used to be a large debt but with lower pricing for everything and lower numbers in general, the number should decline.

The lower the number, the easier it is to fix it.

When you have a problem, you need to provide us with more information.
for example: world and country name.

we do not see any problem in moving objects on the map.
I assume you are trying to do this as the president of that country, not as the president of the country you used to win the war.
