Buying population

I was under the impression that when you bought population the professions that you received were given in some rational proportion but some how I ended up with 25000 unemployed execs and hi tech execs and 7m unemployed workers and little in between.... If it is supposed to be given out randomly then that's alright and is just a challenge to fix however if the GM is trying to give it out rationally then they apparently need to tweak something because something is not right about those numbers and I will take me some time to educate the correct numbers and get my employment up

I believe when population is purchased, they are similar to the current distribution of your workforce. So if you started with a bunch of something, you will get a bunch more of the same.
