Shortages

News item says: "The citizens of La Republica del Perlina are complaining of shortages."

I didn't see anything in the tutorial covering that. Where do i even begin to look?

This happens when your countries attempt to order something isn't fullfiled before the country runs out of the product. Generally you can ignore it, as it will clear on its own. If this happens excessively you'll want to adjust you countries trade strategies.

To clear it, you can go to your countries trade page, from the bar at the top. Replace it with an immediate order. Then make sure your buying the quality you want. Also make your purchases at slightly above market.
