Ammo cost in first war to high?

It costed me around 50,000 precision bomb so far to lower the war index to 10

is that normal ?

i tried attacking with less that 250 planes to consume less ammo but seems the damage is proportional with the number of bombs that falls on their heads (normal i would say).

and at war index 10.00 doesn't matter how many city's i raze, index stay at 10.00 and ammo cost are over 1 trillion already

this is not how the first war was supposed to be

You also have to occupy the country you are invading, with your military units. This is known as "painting". Just drop in special forces units (or move other land units across the border), and move them around, until you see the map being "painted" with orange splotches.
