New C3s War Mechanics

Hey there, I got a problem relating to this from the Game news on Okt 9.:
'
1. Wars against Computer Controlled Countries (C3)

It is now possible for any country in any war level to fight a war against a C3 country at a lower war level....
'

I can't seem to find where one can choose to fight a lower level C3, I can only choose same level or above when I want to declare war on any C3. Anyone can tell me where to find that option?

This allows you to fight a war level 3 country if you are higher than war level 3. Perhaps, you are not war level 4+?

Depends on how you read "possible". It is possible that you will raise your war level to level 4 one day. Then you can declare at a lower war level. It is certainly not impossible.

Don't know why you picked out 'possible' as
the important part is that it says 'any country in any war level' can do it so in my understanding that doesn't exclude lower WLs, well maybe WL0 as there is nothing below, but as formulated any WL 1+ should be able to do so

Wording could be better but the feature is working as intended. It was introduced to equalize c3 wars of positioning in pvp. It is not intended to be a means of empire expansion at less than war level 4.

Well then I guess I fell for that wording and should be happy most of the stuff I bought have been ammo.
