For some reason, my corporations keep committing far larger amounts of produce then they could possibly produce, and I can't change how much they offer. Sometimes, it lets me change their offer amount, but sometimes it just changes other corporations offers when I try changing one. Now some of my corporations can't fulfill their contracts. Any ideas?

I had that problem too. I stopped using the "Offer products your corporations produce" function with the set percentages and just manually commit a set amount for each one on the corporation's individual page (at the very bottom section - the link that says "Common market contracts for your corporation"), then use the "Accept contracts for products your corporations need" function on the CM page to initiate it. It's worked fine for months. It can be time-consuming if you have a lot of corps and/or a lot of countries, but it's worth it to have things running smooth.
