Have been purchasing fortifications over the last several game months. Currently have 64, they show up in both defensive forces, and on the deploy garrison page.

They do not show up, however, in the war situation index. As a consequence, I'm still stuck at a war index of 53. I cannot find a deploy fortification feature.

Any advice appreciated.
