For about 5 months, I had managed to balance my educational priorities, then in the last month or so i became less active due to work. I am now fighting the educational priorities just to be able to buy hospitals! As soon as 1 type of person is available, another disappears!

As I mentioned at the start, this was FIXED educational priorities for 5 months (real) and had no reason to change it.

Ideas?

Couple things I see is that your eduction priorities don't add to 120. Seems to be around 96. Also, I don't know of many countries that can get away with a "10" priority on high tech engineers. Generally, 18-20 is the most common range for those, out of 120, with sometimes a little higher and rarely a little lower.

To get more teachers:

Go to Education - education priorities - and increase the priority for teachers. This will add more teachers graduated per month. Number graduating per month is based off of total population as well as the education priority.

In a pinch: conquer a c3. Department of Labor - exchange professionals with others. Choose the conquered c3. Exchange workers as needed.

(Note:keep an eye out on age of the groups. Going willy-nilly will lead to problems down the road.)
