How to increase it or make positive?

Well obviously you are spending more than you can afford however, with your secrecy settings I have no idea what to tell you to look at or change.

One thing I can tell is you are contracting heavily from your state corps STOP!!!

Yeah, my guess was contracts. I explained this mechanic in the "Ask Aries" thread on the General Forum.

How to suspend contracts? or buying supply so corp wont produce, increase spending space for population?
