Okay, so one of my countries is going in debt due to a worker shortage. I'm trying to get more workers, and have reset the educations priorities, but the thing is that lately it seems as if it accomplishes jack shit. I'm trying to reach the recommended amount of corporations, as well as a good hiring ratio, yet I can't figure out why the hell I can't get more workers. Can somebody explain?

I would recommend taking a look at the Employment Details page (Departments > Labour > Occupation and Income Statistics).

For the categories of workers you are short of, check whether the Total Profession graph shows the numbers growing or shrinking.

This will give you a better idea whether your education priorities are set correctly.

Note that managers and High Tech workers spend longer in education so if you raise your Universities index, you will train more of them without needing to adjust your priorities.
