Immigration depends on the migration index. it depends on welfare and in turn on good education, health, transportation, salaries, and social security.
Increase these, and the migration index will increase and with it also immigration.
we intend to increase the numbers of people immigrating. at this point these numbers are not very large.
increasing health index will also help as population growth will increase.
I'm glad to hear you're considering increasing the role of immigration in SimCountry. The ability to encourage meaningful immigration would be an interesting incentive to create quality nations. As it stands, it's more cosmetic than meaningful.

Making your welfare index higher should be a main priority. I think (and I have been away from the game for a bit) that if you are on the verge of 120-130 (higher the better) then you are in the right area. But, like they said above you will get almost no one to immigrate into the country until they add the increase.However, it will bring you other things that are also very good.
I have a welfare index of 132 and a migration index of 66. I am ranked number 1 on LU. Even with all that, I typically get very little migration (currently 0 people per month). As far as I can tell, migration is almost non existent in Simcountry. If you want to grow your population, you have to do it internally.
