my population is declining at 14 million population why is that i am a full member arnt I?

As in the other discussion about the same:

birth rates surge when you are a full member.
you can see the numbers of 0-4 years old, they increase fast.
then it will increase your population at an increased pace, especially when these new kids become older and are getting their own babies too.

I think you are passing the 15 millions now.
