Order quantity not working

My country is Nostero in WG. I set the order quantity to have its low water Mark for some ammonium at a certain number. For example: helicopter missile's low water mark is 500 while quantity is 2000. What I notice is the country does not work with this amount instead it works with its default ( I'm not even sure it is) thereby allowing it to dismantle and deactivating my air wings. Please how can this be corrected?

On the Order Strategies page the amounts for Low & Quantity are in months not units. If you set your low mark around 10 months you shouldn't have shortages.
