Back to Work Schools and Special Clinics

Can someone give me a refresher course in detail of how these work. Last time I played, I was able to decrease the number. Now no matter what I do the number keeps increasing instead of decreasing. Did they change the mechanics of this in the last 5 years so that the number never decreases. I also have the problem with them not even working and the amount set to 0 across the board in some countries.

READ my post again. I didn't say anything about decreasing schools because that isn't what I asked about. I asked for a DETAILED refresher course on how these work. Your answer was the most unhelpful answer I have ever got in my entire life of 32 years nor was it what I was asking for.

and what I mean by detailed is details on what has changed about these in the 5 years I have been gone and a detailed refresher course on how them mechanics of these work in the here and now.

What number?
The number of housewives and disabled
The number of colleges and hospitals
The number of clinics and retraining centers
The number of reeducated and rehabilitated

Secondly, your post was titled back to work schools and special clinics and you talked about having difficulties DECREASING them. Maybe you should word your questions better. I am one of the most experienced players in the game and I try to help everyone and answer questions on the forum. I could explain how the mechanics of all this works for you, but because you are a prick I am going to refer you to the documentation. Everything you need is in there.

A true person that is helping and experienced would not say that under any circumstance and you my boy did the one thing to prove your aren't experienced because if you were you wouldn't have said what you said.
