How to deploy disaster units?

Had a light earthquake in my country and i’m just wondering how to actually deploy them. I’ve set them up and made sure there are enough relief units for the monthly and one off relief requirements. But after two months it says no progress has been started. How do I actually deploy these units?

For the monthly supplies you need to set up about 20 times the monthly demand.

Look at the disaster log, it will tell you if you have a lack of supplies.
