Assets Maintenance

Assets Maintenance corps are new to me, can someone help me out pls? I'm noticing my countries in the negative on it's stock quite often. I mean it kinda sounds important, Assets Maintenance. Is there a side effect of having it in the red? Am I loosing quality on ammo and stuff maybe?

Shortages of any supplies for your country will cause the Supply Index to fall, which is part of the Welfare Index calculation.

Assets Maintenance is just used by your country it doesn't affect anything else. All the maintenance corps use products like airports, schools and military bases to simulate attrition and decay.
