Not clear what you mean.

I think that we do not have an error message like that.
Also, if we do not know were a problem is, we cannot look into it.

The education system works for quite some years and it works correctly.
As I explained before, the system does move workers between groups, each game month. This movements are more frequent if population numbers are high and shortages and surpluses are large.
If you have 1 or 2 million unemployed managers, they will probably start moving to other groups to find and job.

Recent updates, reduced the need for manual conversions. This is now working for most countries, we see it everywhere.

It is probably not sufficient in countries with extreme high numbers of population.
I see this in a country we have, with 570 millions.

Davids country is (The united kingdom) Fearless Blue. He has also indicated that even though he has the proper supplies and equipment, game will not allow him to set up supply units.

His education index is 105, which is a critical low level. Try to upgrade it to 180+ and re-evaluate. For the supply unit I suggest to make a screenshot, upload it to imgur for example, and post a link, or share it on Discord directly.

how do i screenshot sorry my pc is new also i am working on my education as i am a new country but its no point in screenshotting im saying what it says it says when i go to make the unit it says i have 0 tanks yet i have purchased and aquired both types of tanks .
