You have too few low level workers. As a free player your population is not going to grow as fast (or as far) as a full member. Your education is set at 120 like it normally should be but you can lower it so that it stops educating so many low level workers.

If you have any low income corps you can close them and use those employees to build something else that will produce greater income.
