Employment automation not working

I tried changing the education priorities once because I was short workers in one category, but now I can't get the automation to work again to control the education priorities. I tried checking the automation box and unchecking it multiple times but no luck? Any suggestions or help much appreciated.

Both of my countries are level 3 and on White Giant.
