Countries can't order Advanced Effectivity Products? (Golden Rainbow)

I have an advanced effectivity product factory, I tried to contract all effectivity products to my country and am told that countries can't order Advanced Effectivity Products.

What the hell does that mean, if a country has a corporation that creates them why would i need to sell them anywhere else and then have to order them again and have the orders sit on the market waiting for months and months when I have a corporation that produces them right here at home.
